1) Assess eligibility & readiness

  • Institution type: college/university/training center/NGO/company.
  • Sectors you can train in, available space, labs/equipment, trainer pool, placement tie-ups.

2) Choose the right scheme

  • PMKVY (short-term multi-sector), DDU-GKY (rural, placement-linked, often residential), TNSDC (Tamil Nadu state-led), Samarth (textiles).

3) Register & apply

  • Create an organization profile on the relevant portal (as required by the scheme).
  • Respond to an EOI/RFP with your center details, capacity, sectors, district coverage, placement plan, and budgets.

4) Center accreditation & affiliation

  • Prepare classrooms/labs per SSC (Sector Skill Council) norms.
  • Undergo desk + onsite audits; obtain Training Center IDs and sector affiliations.

5) Compliance setup

  • AEBAS devices & internet, fire & safety, signage, grievance mechanism, MIS users, data/privacy SOPs.

6) Sanction & target allocation

  • On approval, sign the MoU/LoA, receive target allocation, and onboarding instructions.

7) Launch operations

  • Mobilize candidates, enroll batches, schedule trainers, start training, assessments & certifications, and report placements.

Organization & legal

  • Registration certificate (Society/Trust/Section-8/Company), PAN, GST.
  • Constitution documents (MoA/AoA/Trust Deed/Bye-laws).
  • Authorized signatory resolution, contact details.

Financial

  • Audited financials (last 2–3 years), CA-certified turnover & net-worth certificates.
  • Bank details (cancelled cheque), no-default/blacklisting self-declaration.

Infrastructure

  • Ownership/lease documents, approved floor plan, geo-tagged photos of classrooms/labs.
  • Equipment lists per sector, fire & safety compliance.

Human resources

  • Trainer CVs, qualifications/certifications (SSC/industry), ID proofs, experience letters.

Performance & credibility

  • Past project sanction letters/WO/LOAs, completion/placement proofs, employer MoUs.
  • Quality manuals/SOPs (mandatory in some schemes like DDU-GKY).

Compliance

  • PF/ESI (if applicable), labor compliance, anti-harassment & grievance policies.
  • Data protection/consent formats for attendance and assessments.

AEBAS (Aadhaar Enabled Biometric Attendance System) records trainer and trainee attendance using biometric authentication as mandated by many schemes.

What you need

  • Certified biometric device(s) + supported app/portal access.
  • Stable internet & power, GPS enabled.
  • Candidate & trainer onboarding (data capture, consent, photo, mapping to batch).

Daily process

  1. Punch-in & punch-out via fingerprint/IRIS (as prescribed) within allowed time windows.
  2. Real-time sync to the central server with time stamp + geo-location.
  3. Dashboards & MIS show attendance by trainee/batch/center.

Operational rules you’ll typically see

  • Minimum 70% attendance for eligibility (varies by scheme).
  • Trainer presence required to validate class sessions.
  • Exceptions (device downtime, biometric mismatch) handled via logged incidents and reconciliation as per guidelines.
